Kevin Palmer
Kevin has been an educator since 1986, starting as an English Lecturer in Higher Education, then moving into FE where he became a middle manager in the mid-nineties and a strategic manager in 2001. After serving as an Assistant Principal with specific responsibility for learning technology and strategic development of e-learning, Kevin joined Salford City Council in 2004. His first post was to run the Salford City Learning Centres and his second to manage the procurement of BSF in Salford, which he left in the summer of 2010. 
As Lead for ICT and transformation in Salford, Kevin had extensive BSF ICT experience including:
  • Leading on all matters of ICT and Transformation in the BSF programme
  • Developing a strategy for ICT to support transformational learning across all Salford’s schools
  • Coordination of the BSF, Children’s Services, School, Bidder and wider learning community stakeholders to ensure best value, coherent and sustainable solutions
  • Development of the CPD Programme for ICT and transformation, working with Children’s Services and other providers to ensure quality and continuity of service
  • Leading the evaluation processes to ensure a compliant and best value procurement for the ICT and Transformation dimensions of the programme, through to implementation
  • Delivering a version of the BSF Managed Service to Salford’s Primary Estate
  • Supporting Wigan in its BSF procurement process, including development of an Output Specification and set of Authority’s Requirements
Kevin is the winner of a number of awards and has distinguished himself in learning technology through:
  • Election to the Fellowship of the RSA for work in the development of the FE curriculum
  • Beacon Awards for use of ILT in teaching and learning and Staff Development in ILT
  • The NILTA national award for outstanding contribution to teaching and learning using ILT
  • Acting as Association for Learning Technology’s Chair of the FE Advisory Committee
  • Publication in the Academic Press of a number of peer-reviewed articles on on-line learning and Learning Platforms
As Head of BIS, Kevin has responsibility for the leadership of the EAS services in:

  • 21st Century Learning 
  • The Leadership Programme
  • The Excellence in Teaching Strategy
  • Pupil Deprivation Projects
  • 14-19
